What the fuck's going on here?

I'm gonna guess that the guy arrested for indecent exposure 'cos he's naked has been taken to the cop shop and will be let free to go without charge if he sucks off all the cops on duty - the lucky bugger! Surely no re-blooded male would hesitate at what to decide? Look, the cops can hardly wait their turn (though middle guy doesn't seem so keen). Anyway, that's my reading of the scene. Any better ideas?
