I'm guessing he took it out for money.

 

He doesn't look like your run-of-the-mill flasher (whatever one of those actually does look like), but if he's doing it for a bit of cash 'cos someone asked him to take his willy out so he could be photographed, why not?  Nobody hurt, everybody happy!
