He must be aching to lean forward, tongue out, and give it a tentative, exploratory lick just under the head, then look up to see the reaction. Does the standing guy know? I'd guess that he almost certainly does, and it's showing itself in his semi-hard-on, though one can never be sure if merely the close presence of the lower guy has brought it on.
